Les membres du conseil de sécurité des Nations-Unies ont décidé de renouveler pour un an de plus, soit jusqu’au 15 Juillet 2024, le mandat du Bureau Intégré des Nations Unies en Haïti (BINUH). Cette résolution a été votée à l’unanimité par le Conseil de Sécurité des Nations Unies, ce vendredi 14 juillet 2023, et du coup le conseil est passé de 42 à 70 membres.
Le texte comprend des mesures pour renforcer la sécurité et les capacités opérationnelles du BINUH, tout en augmentant le nombre de membres du BINUH de 42 à 70 et le soutien du BINUH à la PNH en matière de formation. Le BINUH profite de l’occasion pour souligner l’importance de son engagement pour les élections en Haïti.
Plus loin le Conseil de sécurité de l’ONU déplore l’intensification de la violence, des activités criminelles et des violations des droits humains en Haïti et demande à travers la résolution au secrétaire général de lui soumettre un rapport écrit, en consultation avec Haïti dans les 30 jours qui décrit toute la gamme des possibilités d’appui que pourrait fournir l’organisation pour améliorer l’état de la sécurité mais non exclusivement l’appui à la lutte contre le commerce et le détournement illicites d’armes et de matériel connexe, la formation supplémentaire de la Police Nationale d’Haïti, l’appui à une force multinationale non onusienne, ou la possibilité d’une opération de maintien de la paix dans le cadre d’un règlement politique dans le pays.
Notons que, depuis plusieurs mois, le BINUH est sous le contrôle de l’équatorienne Maria Isabel Salvador.
