Le gouvernement du Canada a annoncé le jeudi 6 juillet 2023 une aide de 100 millions de dollars qui servira à renforcer la Police nationale d’Haïti, un pays qui traverse une crise sécuritaire, politique et humanitaire.
La ministre canadienne des Affaires étrangères, Mélanie Joly, a annoncé le programme d’aide, arguant que « le Canada sera toujours aux côtés du peuple haïtien », comme l’indique son profil sur le réseau social Twitter, où elle a remercié les membres haïtiens -La communauté canadienne de s’être réunie pour discuter de ce travail.
Quelques heures plus tôt, le secrétaire général des Nations unies, António Guterres, avait appelé à une force internationale pour aider à combattre les gangs armés d’Haïti et à rétablir la sécurité dans le pays, déplorant que les citoyens de la nation caribéenne soient « piégés dans un cauchemar vivant ».
António Guterres a indiqué, depuis le siège des Nations Unies après une visite en Haïti, que la situation dans le pays « nécessite une action sur plusieurs fronts », exhortant la communauté internationale à agir : « J’appelle le monde à prolonger une bouée de sauvetage de soutien et combler ce déficit financier sans tarder », a-t-il déclaré.
En ce sens, il a nuancé que la proposition ne porte pas sur une mission militaire ou politique de l’ONU, mais « un appel aux États membres à déployer une force de sécurité solide qui travaille main dans la main avec la Police Nationale d’Haïti pour vaincre et démanteler les gangs. Il a également précisé qu’une telle force de police aura besoin de financement, de formation et d’équipement.
La représentante spéciale dans le pays, María Isabel Salvador, a exhorté le Conseil de sécurité des Nations Unies à continuer de soutenir le travail du bureau des Nations Unies en Haïti. Le représentant a indiqué qu’il existe un soutien général au déploiement d’une force internationale, tout en soulignant que l’amélioration de la sécurité et du dialogue politique offrirait la possibilité d’organiser des élections.
