L’ex conseiller au Bureau de la Garde National rattaché au Pentagone, avait déjà travaillé comme ambassadeur dans différents pays d’Afrique dont le Mali, la Guinée et le Soudan.
Dennis Hankins, selon le journal américain, n’est pas un novice à ce poste du fait ce n’est pas sa première fois dans le pays. Il était employé de l’ambassade et occupait les postes de chef de la section des visas non-immigrants et responsable du dossier des réfugiés.
