Le Ministère de la Planification et de la Coopération Externe (MPCE) et le système des Nations Unies en Haïti ont signé le jeudi 20 Avril 2023 à l’hôtel Karibe le cadre de coopération des Nations Unies pour le développement durable en Haïti 2023-2027. Ce budget estimé à milliard, 149 millions, 381 mille, 582 dollars américains, répondra aux besoins immédiats et à long terme des populations et groupes les plus à risque, notamment les femmes et les jeunes.
Selon un document du MPCE, 40% des ressources disponibles et 60% de ce budget restent à mobiliser. Ce document accompagnera le pays dans sa réponse aux problématiques majeures qui affectent sa trajectoire de développement, a précisé le document.
« Pour mettre en œuvre ses priorités stratégiques, les Nations Unies en Haïti privilégient une approche intégrée qui prend en compte la réponse aux besoins immédiats et à long terme des populations et groupes les plus à risque, notamment les femmes et les jeunes. Pour ce faire, les Nations Unies s’évertuent à renforcer les opportunités de consolidation de la paix et de développement et à favoriser le respect effectif des droits de l’homme, ne laissant personne de côté », lit-on dans le document.
L’ONU dit compter sur un large partenariat pour réaliser les cinq Effets principaux du cadre de coopération qui contribueront au changement transformateur tant souhaité en Haïti. Ces effets portent respectivement sur les domaines de la bonne gouvernance et de l’État de droit ; les droits humains et la sécurité ; un modèle économique inclusif ; des services sociaux de base ; et la protection de l’environnement, la gestion des risques multidimensionnels et la gouvernance territoriale.
Dans son discours de circonstance, le Ministre de la Planification et de la Coopération Externe M. Ricard Pierre a fait savoir que cette signature du cadre de coopération des nations Unies s’agit d’un acte d’engagement du système des nations unies à l’égard du peuple haïtien auquel s’associe le gouvernement dans son ensemble. « Deux ateliers successivement réalisés ont réunis entre autres les représentants des institutions étatiques, du secteur privé des affaires, des organisations non gouvernementales locales, des personnes à mobilité réduite et marginalisée », a précisé le ministre. «
Nous devons tous être conscient des défis qui nous attendent dans la mise en œuvre de ce nouveau cadre de coopération qui invite à la mise en commun des ressources de toute part en vue de combler les brèches dûes aux retards accusés par Haïti vers l’atteinte des Objectifs de Développement Durable (ODD) » , prévient le titulaire du MPCE, soulignant également que le gouvernement continuera de mobiliser ses propres moyens pour répondre aux besoins de la population haïtienne.
De son côté, Maria Isabel Salvador, la nouvelle cheffe du Bureau Intégré des Nations Unies en Haïti a salué le travail important réalisé par tous les partenaires afin d’aboutir à ce document. Elle a souligné que ce cadre de coopération signé témoigne la bonne relation qui existe entre les Nations Unies et le gouvernement haïtien. « Le succès d’Haïti passera par le succès du mandat du Bureau Intégré des Nations Unies (BINUH) et la mise en place effective de ce cadre de coopération » , a fait savoir la représentante des Nations Unies dans le pays.
