Dans une correspondance adressée, le 22 décembre 2022, à l’Inspecteur Général en chef de la police nationale d’Haïti (PNH), Fritz Saint Fort, le Réseau national des droits humains (RNDDH a révélé que des policiers utilisent les véhicules blindés de l’institution policière comme moyen de transport à des fins économiques dans plusieurs zones de la commune de Croix-des-Bouquets. Dénonçant ces mauvaises pratiques, l’organisme des droits humains a demandé à l’IG de la PNH de diligenter une enquête dans l’assassinat de l’agent du BLTS Lincoln Bien-Aimé qui s’était vu refuser de monter dans un blindé dans la matinée du 2 décembre dernier, alors qu’il avait été assassiné par les bandits du gang « 400 Mawozo » le même jour.
Le RNDDH a révélé que «le droit de monter à bord du blindé s’achète à deux mille cinq cents (2500) gourdes au moins ou cinq cents (500) dollars américains. Cette variation de prix repose sur le statut de la personne qui achète le service, du simple citoyen à l’entrepreneur».
Toujours selon le RNDDH, «les blindés sont utilisés pour protéger des convois», tout en détaillant: «Pour accompagner un camion transportant des légumes, les frais varient entre deux mille cinq cents (2 500) gourdes et cinq mille (5 000) gourdes; pour accompagner des containeurs en provenance de la République Dominicaine, les frais varient entre sept cents (700) et mille (1 000) dollars américains; Pour accompagner des camionnettes de transport en provenance de Malpasse les jours de marché, les frais peuvent aller jusqu’à dix mille (10 000) gourdes».
Outre de celà, le RNDDH, dans sa correspondance adressée à l’IG Fritz Saint Fort, a dénoncé ces pratiques douteuses des agents policiers occasionnant l’assassinat du policier de Bureau de lutte contre le trafic de stupéfiants Lincoln Bien-Aimé dans la commune de Croix-des-Bouquets.
D’après l’organisme des droits humains, l’agent du BLTS assassiné, Lincoln Bien-Aimé, s’était interdit de monter dans un blindé par ses frères d’armes, qui se trouvaient à l’intérieur du véhicule, en lui ayant signalé qu’il n’y avait plus de place. En prenant une motocyclette pour poursuivre le véhicule blindé, le policier avait été abbatu par un groupe de bandits du gang « 400 Mawozo ».
En ce sens, le RNDDH a réclamé une enquête auprès de l’Inspection générale de la PNH pour l’assassinat de l’agent de BLTS Lincoln Bien-Aimé, tué à cause des mauvaises pratiques de ses pairs.
