La direction de l’administration générale des douanes a organisé hier jeudi 15 décembre 2022, deux rencontres réspectivement aux membres de l’association des industries d’Haïti (ADIH) et au commissaires en douane agréés, dans l’objectif de les présenter un nouveau projet de code douanier.
Depuis la prise de fonction du directeur général Julcène Edouard, plusieurs initiatives ont été prises au sein de L’AGD. En ce sens deux rencontres se sont déroulées hier jeudi au douane de l’aéroport au cours desquelles un groupe de travail a présenté un nouveau projet de code des douanes.
Selon M. Ralph Gracia, directeur de contrôle de l’institution, le but de ce nouveau projet c’est que « L’actuel code en vigueur est daté de 1987, « Les réalités et les pratiques commerciales ont changées donc c’était nécéssaire de doter la douane d’un nouveau projet de code douanier », tout en précisant que ce projet de code sortira très bientôt.
Plus loin M.Gracia affirme que dans le cadre de ce nouveau code, il y a certaines facilitations qui seront offertes aux opérateurs , les aspects de contrôle douanier seront touchés , sans oublier une mise en relief sur la contrebande qui est une phénomène à combattre une fois pour toute dans le pays.
Ce nouveau code touchera aussi la question de facilitation des échanges sur le plan économique, donc il va y avoir plus de circulation de monnaie et la colléction considérable de taxes au niveau de la douane. En d’autres termes, c’est un code qui contribuera au developpement du sécteur des affaires en Haïti. Et il promet de servir à la technologie d’information à outrance pour gerer le commerce international, surtout les grandes facilitations qui y sont offertes .
