Dans un communiqué rendu public par le secrétaire général du Réseau National de Défense des Droits Humains (RNDDH) Pierre Espérance, la structure qui se dit défenseure des des Droits de la personne humaine a dressé un bilan mitigé voir même catastrophique de la situation des Droits Humains dans le pays, de Janvier à décembre 2021. Ce bilan tient compte la situation d’insécurité accrue, de la décadence de l’appareil judiciaire, de la situation chaotique du système politique, de la situation socio-économique et de la crise migratoire.
Selon le réseau, de Janvier à décembre 2021, environ 893 personnes sont assassinées dans le pays dont 53 policiers notamment 3 inspecteurs de polices et 5 inspecteurs divisionnaires. De toute évidence, la majorité de ces victimes sont du département de l’Ouest notamment dans les communes et quartiers de la zone métropolitaine de Port-au-Prince comme Cité-Soleil, Tabarre, Pétion ville, Carrefour, Centre, Cité militaire, Croix-des-Bouquets, Route de Frères.
Toujours selon la structure, de façon détaillée, la guerre des gangs qui ont éclaté depuis quelques temps dans les quartiers populaires est la première cause de l’assassinat de nos frères et soeurs. En effet, à Delmas 32, une vingtaine de personnes sont mortes dont une femme, à Cité-Soleil, 44 dont 11 femmes, à Bel-Air, 45 dont 5 femmes. De plus, depuis le début du mois de Juin, Martisant et Fontamara sont devenu de véritables champs de bataille. Ce qui cause la mort des centaines de personnes, des blessés par balles et surtout ces turbulences ont contraint les habitants de ces zones à se déplacer sans même savoir leur destination.
Au cours de cette année aussi par rapport à une crise sans précédent de de pénurie de carburant dans le pays, dans le bilan, le RNDDH affirme que la population est victime de 15 incendies dans plusieurs départements du pays comme le Nord, le Nord’est, les Nippes, l’Ouest, le Nord-ouest par rapport surtout à la mauvaise gestion du carburant. Ces incidents ont causé la perte en vie humaine d’environ 139 individus, 64 au moins sont sortis brûlées, 37 maisons au moins ont été détruites et 199 véhicules ont été incendiés.
Il continue à montrer que durant cette année, la décadence de l’appareil judiciaire devient de plus en plus effective. Seulement 213 cas entendus en audiences criminelles avec et sans assistance de jury et 226 personnes jugées en assises criminelles pour toute l’année. Jusqu’en septembre 2021, environ 11250 personnes sont en prison dont 9236 soit 82% de la population carcérale Haïtienne totale, sont en attente d’être jugées.
C’est également une piètre année sur le plan politique. Au milieu de l’année, le président de la République Jovenel Moïse malgré que son mandat constitutionnel a été pris fin le 7 février 2021 a été assassiné. De plus, la communauté Internationale qui se prétend ami d’Haïti se range toujours au côté de ceux qui contribuaient toujours à plonger le pays dans le chaos au lieu de se mettre au côté des gens conscients de la société civile alors qu’elle est d’avis que nos dirigeants sont le plus grand mal du pays.
Par la suite, d’après le bilan du RNDDH, la situation socio-économique est devenue de plus en plus catastrophique compte tenu du fait qu’aucun effort n’a été fait pour améliorer la condition de vie des gens. Au contraire, hausse exagérée des prix des produits de première nécessité. Une pauvreté à nul autre pareille qui est liée à l’absence d’une véritable politique visant à offrir une assistante sociale aux plus démunis. La structure croit cette cette aggravation inégalable de la situation socio-économique de la population est liée surtout aux guerres déclenchées par les gangs dans les quartiers en bénéficiant du privilège des hommes au pouvoir.
Enfin, durant cette année, d’après l’organisme de droit de l’homme, rien n’est plus choquant que le traitement que nos compatriotes avaient subi partout à travers le monde surtout aux États-Unis (à Texas) et en République Dominicaine. Des femmes, des enfants, des femmes en période d’accouchement et celles qui venaient à peine d’accoucher.
