Dans une note émise quelques jours auparavant, l’autorité judiciaire avait requiert au responsable du Commissariat de Petit-Goâve de passer des instructions à qui de droit aux fins de conduire au Parquet de ce ressort, sous fortes escortes policières, les nommés Jean Baptiste Anthony Dumont et Joseph Mackendy.
