Haïti-insécurité|-. Quand les bandits de la Croix-des-Bouquets s’érigent en maire et en juge de paix

Haïti s’enfonce de plus en plus dans le chaos. Les groupes armés se multiplient, le Kidnapping atteint un niveau record dans toute l’histoire du pays avec au moins 20 par jour. Les affrontements entre groupes armés et les fusillades font des victimes quotidiennement. Plusieurs communes du département de l’Ouest deviennent des zones rouges dont Port-au-Prince et Croix-des-Bouquets.

Croix-des-bouquets, la plus grande commune du département est sans doute « la commune des gangs ». A chaque quartier son chef et sa brigade. Des hommes âgés majoritairement entre 16 à 25 ans munis d’armes automatiques et d’armes de poing, terrorisent la population. Pillage, vol, viol, enlèvement contre rançon sont leur principales spécialités.

Les gangs substituent à la mairie et au MAST

A Croix-des-bouquets, s’il existe des agents de développement communautaire, ce sont les chefs de gangs. Ils imposent une taxe à tous les petits et moyennes entreprises fonctionnant sous leur territoire et se servent pour faire des services d’entretien sur certains tronçons de route en mauvais état dont l’État ne se soucie même pas.

En absence de la mairie, ce sont eux qui répondent aux revendications des personnes qui sont sur leur territoire. Certains témoignent des bienfaits de ces malfrats quoiqu’ils sèment parfois la terreur. « Ce sont des agents de développement, la mairie n’intervient pas ici » déclare un interviewé voulant garder l’anonymat.

Comme c’est le cas dans plusieurs quartiers, plusieurs enfants se trouvent à la merci des gangs. Ils s’occupent régulièrement de leur scolarité alors qu’ils imposent à certaines institutions scolaires de fermer leurs portes pour non paiement de taxes. Ces enfants sont contraints de donner des résultats par peur d’être fouettés par le chef.

Aux prochaines élections, certains gangs déclarent ne pas avoir besoin de maire au niveau de la commune de la Croix-des-Bouquets. Pour eux, avoir une personne à la tête de la mairie qui ne sert à rien, c’est du gaspillage.

Le tribunal des gangs, une dictature

Dans leur juridiction, personne n’a pas pas droit à l’erreur car le chef a déjà imposé ses lois que la population connaît par cœur. Les juges, les avocats et les policiers, ils sont là pour rendre leurs ordonnances, vous défendre et vous punir : « Le tribunal des gangs ».

Dans certains quartiers de la commune de Croix-des-bouquets, les habitants n’ont pas le droit de se quereller. S’il y a un problème, on doit appeler le chef et il interviendra. Au cours de son intervention, il entend la version des faits et se prononce. Une indemnité allant de 5000 à 15 000 gourdes pourrait être imposée selon la gravité de l’infraction. Si quelqu’un appelle les forces légales (la police), il laissera la zone. Au cas contraire, il sera battu par un soldat du gang.

Haïti, le trou de l’enfer
Le Bon Dieu semble infliger à Haïti sa punition avant le jugement dernier. Toutes les villes du pays sont livrées aux gangs devant l’impuissance et/ou la négligence des autorités étatiques. Depuis plus d’un an, les hommes armés de l’entrée sud de la Capitale sèment la terreur, appauvrissent plusieurs familles par le kidnapping, défient l’autorité de l’État. L’insécurité demeure la plus grande préoccupation des Haïtiens, menant beaucoup d’entre eux à fuir le pays pour s’installer en République Dominicaine.
