Haïti entre l’accord politique d’Ariel Henry et la montée vertigineuse de la violence

C’est choquant voire même révoltant de voir le devenir de notre Haïti chérie. Ce pays, étant autrefois la perle des Antilles où le vivre ensemble était la norme. A l’époque de la guerre de l’independance, la solidarité entre frères et sœurs était la principale force de frappe qui conduit la première puissance noire à l’independance le premier Janvier 1804, d’où notre fameux slogan «L’union fait la force». C’est ce même pays qui est devenu aujourd’hui en plein XXIème siècle un véritable champs de bataille entre ses progénitures.

Une société déchirée faute de citoyen honnête

Ces derniers temps, la première République noire est abattue, banalisée, déchirée par ses pairs, assurément faute d’éthique, de compétence, manque de responsabilité et de capacité. Ce sont les gens qui sont seulement motivés par l’idée de remplir leurs poches mais non à l’idée de sortir le pays dans la condition la plus minable qu’elle se trouve, qui dirigent le pays. Haiti est dans la merde.

La banalisation de la vie en Haïti

Ici, la vie est banalisée. On vit dans un pays où personne n’est épargnée de cette situation lamentable qu’est la violence. On est tous dans ce «Port-au-Prince qui est le cimetière des morts ambulants» comme disait le journaliste Fanel Delva. Des haitiens de toute couche meurent, des bandits ne cesssent de torturer une population qui vit continuellement dans la peur la plus profonde. La vie en Haiti n’a plus d’importance comme avant.
C’est plus que frustrant de voir ou d’entendre des scènes de carnage, au village de Dieu en Mars dernier, à Belair, à la saline, à Martisant.

La mort tragique de l’ancien président, Jovenel Moïse

C’est aussi ce pays où le président de la République est assasiné alors que jusqu’à présent la justice parait être dans le flou le plus total dans ce dossier. Après la mort de l’ancien président Jovenel Moïse, victime de cette montée de la violence dans le pays, certains croyaeint à une diminution des actes d’insécurité en Haiti. Ce discours sortait souvent du côté de l’opposition politique. Pourtant, eux, ils n’étaient même pas en mesure de monter un gouvernement en vue d’assurer la continuité de l’Etat.

La position de la communauté internationale

Tout au plus que la communauté internationale faisait confiance toujours aux alliés du PHTK. Car, au terme d’une réunion qui a eu lieu après la mort de Jovenel avec la délégation américaine le dimance 10 juillet 2021 conduite par Juan Gonzalez, Western Hemisphere affairs Senior Director avec le premier minitre intérimaire, Dr Claude Joseph, le sénateur Joseph Lambert, nommé par ses pairs conscrits comme Président provisoire et Dr Ariel Henry, Premier Ministre nommé, les Etats-Unis aurait appelé le sénateur Joseph Lambert à faire retrait de sa nommination comme Président provisoire.
La délégation Américaine qui aurait reconnu le gouvernment dirigé par Claude Joseph, a demandé à Ariel Henry d’intégrer le cabinet ministériel.

Mésententes dans une opposition mal fagotée en défaveur d’Haïti

Après tant de rencontres entte acteurs, ils n’arrivaient toujours pas à accoucher un consensus afin de mettre fin aux péripéties, à la misère de ce peuple.
Quel gachis!

Peut-on comprendre la manœuvre des hommes de l’opposition qui voulaient toujours la tête de Jovenel au palais alors qui’ls n’avaient pratiquement rien préparé? C’est peut-être la preuve la plus parfaite que ces hommes sont toujours dans la fameuse logique de «Ôte-toi que je m’y mette».

Le choix de l’international n’empêchant pas l’insécurité en Haiti

Ils n’avaient rien fait jusqu’à ce que l’ambassade Américaine dans un twitt a demandé à Areil Henry de former son gouvernement comme étant celui qui était choisi par l’ancien président Moise comme premier ministre pour remplacer Claude Joseph.
Le gouvernement d’Ariel est monté mais l’insécurité perdure ou du moins les actes augmentaient surtout dans la zone Métroplitaine de Port-au-Prince. On était tous témoins de cette infimière tuée à Martissant pandant qu’elle allait donner des soins.

La mission de l’État

On dirait que le gouvernement oubliait sa mission. Hobbes dans son texte le Leviathan parle des missions de l’Etat parmi lesquelles celle de garantir la sécurité est cruciale pour un gouvernement. Si ce dernier ne garantit pas la quiétude d’esprit à ses concitoyens, on peut même dire qu’il a failli a sa mission.

Accord entre le PM et les partis politiques de l’opposition mal fagotée

Après de nombreux accords contestés au plus haut niveau de la société, certains opposants qui refusaient toujours d’assoir à la même table que PHTK et alliés, sont tombés d’accord.

Cela fait exactement 2 semaine depuis que la premier minstre Ariel Henry et les représentants des principaux partis et regroupements politiques de l’opposition politique en Haiti avaient signé cet accord nommé «L’accord politique pour la gouvernance apaisée et efficace de la période Intérimaire». Pour la signature de celui-ci, plusisieurs figures de proue de l’opposition qui se dit «élargie» étaient presents à la residence officielle du premier Ministre. Un accord qui selon les dires du premier ministre opte pour «un retour normal au fonctionnement de nos institutions démocratiques sur des bases nouvelles dans un environnment sûr et stable».

Accord approuvé par les «  »soit disant amis d’Haïti » » (États-Unis) en sa défaveur

Un accord qui avait été bien applaudi par le CORE GROUP qui avait encouragé les efforts du PM, des acteurs politiques et de la société civile haitienne qui, à son avis « ont trouvé un accord politique consensuel permettant la mise en place d’un gouvernement inclusif et d’accélérer le retour à un fonctionnement normal des institutions démocratiques par la tenue des éléctions» dans une note datée du 15 Septembre 2021 dernier. Une communnauté internationale qui semble n’être jamais dans notre avantage pourtant elle se croirait notre amie.

Qui dit communauté internationale dit Etats-Unis. Or cette semaine les Etats-Unis avaient expulsé cette semaine plus 10 000 migrants Haitiens à la fontière deTexas qui tentaient d’entrer chex eux sans papiers. Ces compatriotes haitiens vivent des situations atroces, affreuses voire même inhumaines là-bas. De succroit, l’envoyé spécial en Haiti dans une lettre, étant contre la mauvaise politique des Etats-Unis envers Haiti, a blamé le departement d’Etat Américane et a démissionné à son poste.

Le poids de l’international (des États-Unis) dans le mal d’Haïti

Ce qui présupose qu’un accord approuvé par cette communauté-là ne parait pas du tout cadrer avec notre réalité de peuple. D’autres en plus, elle n’est pas innocente dans la mauvaise gouvernance en Haiti.

On peut remonte l’histore d’Haiti jusqu’après l’independance et même avant pour voir la main de l’international dans les atrocités connues par les fils et filles de ce bout de terre.
Suzie Cator dans son texte, l’occupation Americaine d’Haiti, Michel Rlph Trouillot dans les racines historiques de l’Etat Duvalerien et Ricardo Seitenfus, l’échec de l’aide international en Haiti sont trois parmi de nombreux auteurs à travers leur texte qui essaient de montrer le poids de la politique mafieuse de l’international dans la politique Haitienne.

Accord ne changeant pas la situation d’Haïti

Deux semaines après cet accord, la situation d’Haiti ne cesse d’empirer. Les bandits continuent de faire la loi dans tout le pays principalement dans la zone Métropolitaine de Port-au-Prince.

Un accord qui semble être fondé sur la plus grande démagogie de PHTK et de l’opposition qui se dit «élargie» avec la plus forte complicité de l’international. Car depuis la siganture de ce protocole, le grand Sud du pays reste toujours impraticable, des cas de Kidnappings s’intensifient, des cas de viols, d’assassinats continuent de faire le quotidien d’un peuple asoifé de mieux-être qui lui revient de droit. La situation sécuritaire en Haïti est tellement hors de contrôle que les enlèvements et les délits ne se comptent plus à Port-au-Prince, la capitale du pays. D’après les experts en matière de sécurité publique et des droits de l’homme, le plus inquiétant de cette situation sont les liens qui apparemment existent entre certaines bandes et les autorités étatiques, ce qui se manifeste par l’impunité dont jouissent les membres des gangs.

Cela traduirait que si les dirigeants ont leur mains trempées dans les actes de violence que subit la population, il est fort probable qu’ils n’ont aucun intérêt dans l’éradication de la violence. La véritable question pu’on pourrait se poser est : qui va sortir Haiti dans ce trou dont il se trouve depuis bien des temps ? Compte tenu du fait que ce problème est très urgent en ce moment dans le sens que la nation vit le moment le plus abject de son anéantissement, même s’il y a quelqu’un qui veut sortitr le pays du cahos, quand cela va être lieu?
