Haïti/Diplomatie: Jovenel Moïse reçoit les lettres de créance d’un nouvel ambassadeur de la fédération Russe.

C’est sur son compte twitter qu’il en a fait l’annonce ce mercredi 2 juin 2021. Jovenel Moïse, qui a reçu au palais national les lettres de créance de Sergey Melik-Bagdasarov, dit s’attendre au renforcement des relations bilatérales entre les deux pays

 « J’ai reçu, ce mercredi 2 juin, les lettres de créance accréditant Sergey Melik-Bagdasarov, en tant qu’ambassadeur de la Fédération de Russie en Haïti », a écrit le chef de l’État. Selon Jovenel Moïse les échanges étaient tournés autour des perspectives de renforcement des relations bilatérales entre les deux pays.

Il faut dire que les relations diplomatiques entre Haïti et la Fédération russe datent de plus de cent ans . Dans un extrait du livre  de Elie, un historien haïtien qui écrivit plusieurs livres au milieu du vingtième siècle, tels qu’ il explique comment le Président Boyer fit appel à un vieil ami, un général français appelé Jacques Boyé, pour négocier un traité de commerce avec le Tzar russe Alexandre 1er.

Dès la prise de possession du pouvoir (1er Avril 1818) le président Jean Pierre Boyer pensa à consolider la République, fondée en 1807 par le magnanime Alexandre Pétion. Voici ce que pense à ce propos un écrivain haïtien de grand mérite: Alexandre Lilavois.

« Mais si l’avenir de la Nation était assuré à l’intérieur, le Chef du gouvernement ne pouvait se dissimuler que la grande question extérieure de son autonomie complète n’avait encore reçu aucune solution. Ainsi en préparation, il n’hésitera pas à créer à la République de nouvelles relations politiques afin d’arriver à contrebalancer l’influence de l’ancienne métropole en Haïti et à faciliter sa tâche dans les nouvelles négociations à entreprendre en vue de la reconnaissance de l’indépendance par le gouvernement français. C’est ainsi  que le Président s’est rappelé qu’il pouvait employer l’intermédiaire d’un ancien officier supérieur de l’expédition Leclerc (en 1802) le Général Jacques Boyé, pour faire des propositions au Gouvernement Russe. »
