Le Groupe d’appui aux rapatriés et aux réfugiés (Garr) se dit préoccupé par les conséquences sur le plan humain que peut provoquer l’érection d’un mur à la frontière par les autorités dominicaines.

En outre, le Garr rappelle que « frontière ne doit pas être transformée en un lieu hostile pour les ressortissant-e-s des deux pays. Elle doit garder sa vocation comme un espace d’intégration, d’interaction, de solidarité, de paix et de vivre-ensemble. »

L’organisation de défense des droits des migrants estime par ailleurs qu’il est « regrettable de consacrer autant de ressources et d’efforts pour éloigner les deux peuples de l’île, au lieu de contribuer au développement d’activités génératrices de revenus et à la création d’emplois dignes pour les communautés frontalières. »

Cette idée de construire un mur à la frontière haitiano-dominicaine a été agitée depuis le début de l’année 2021 par les autorités dominicaines afin, disent-elles, de réduire la migration irrègulière et la contrebande. Une idée qui commence à se matérialiser dans du béton, selon des photos qui circulent sur les réseaux sociaux ces dernières semaines.

Depuis des décennies, les relations haitiano-domincaines sont dominées par des déséquilibres tant sur le plan commercial que sur le plan socio-économique. Les rares efforts qui ont été réalisés en vue d’un certain rapprochement des deux peuples notamment en termes de construction de marchés binationaux n’ont fait qu’exacerber ces inéglités.
